Goal 2: To promote access to treatment and services to DWI offenders by documenting timelessness and availability of services

It is important to collect information on the various forms of services offered in Texas to identify the State’s resources, availability, and timeliness. This Treatment Locator Tool serves as a resource to locate regional services. Additionally, it provides data used in the strategic planning process. Lastly, its data can inform prosecutors and judges about the availability of services in the community, helping inform sentencing practices.

Documenting health services available to DWI offenders in the state can paint a picture of the state’s service needs. Some evaluation metrics to be considered by jurisdictions are listed below. 

  • Number/Percentage of first-time DWI offenders mandated to complete treatment in a given period
  • Number/Percentage of repeat DWI offenders mandated to complete treatment in a given period
  • Percent of admissions to treatment programs on account of DWI offenses
  • Amount of time offender waits to be admitted into a treatment program
  • Number of individuals who required treatment, but could not be admitted
  • Number/Percentage of individuals who successfully complete treatment requirements
  • Amount of time to complete a treatment program
  • Number/Percentage of DWI offenders who meet the criteria for alcohol use disorder
  • Number/Percentage of DWI offenders who meet the criteria for drug use disorder
  • Number/Percentage of DWI offenders who meet the criteria for at least one mental health disorder
  • Number/Percentage of DWI offenders who have co-occurring disorders
  • Number/Percentage of prior admissions to treatment among repeat DWI offenders
  • Number of available types of care- substance abuse, mental health, co-occurring, detoxification, counseling, ancillary services
  • Number of facility types- hospital inpatient, outpatient, residential, community based
  • Number of counseling services opportunities by category
  • Number of places that accept Medicare, Medicaid, private insurance, self-payment, sliding scale fee, payment assistance, etc.
